Often times, they simply awaken latent powers a person already possessed, or was capable of possessing. And "powers" is a wide net to cast, referring to skills that range from otherworldly powers found in those who are gifted in such talents, to strengths suddenly realized capable of rendering the impossible possible again.
[They do count, and are what he's mostly referring to here. The magic bullshit that's involved is actually just a by-product of his high opinion of the yakuza heir. It's...kind of an unavoidable thing. Clearly you were born with it.]
